The Board believes that developing long-term relationships with a small group of high potential managers represents a more thoughtful and robust manager selection process than the traditional “beauty contest” approach. As such, the Investment Staff works with the Investment Consultant to develop and maintain a “Premier List” of 3-4 viable managers (including at least one passive index option) for potential inclusion within each allocation of the Fund. This process includes detailed mandate specification, initial diligence using both quantitative and qualitative criteria, final evaluation, and approval by the Investment Committee/Board. The Premier List for each allocation is presented to the Investment Committee for ongoing review at least annually.
