Your Opportunity
Reporting to the IT Manager, the Business Process Analyst’s primary role is to plan, design, develop, and implement efficient business, financial, and operations systems in support of the COAERS mission. You would bring experience and proficiency in both business operations and information technology, optimizing an organization’s technology through improvements to existing applications and processes or through acquiring new technology and adapting to new processes. You will develop internal workflows to maintain appropriate financial controls for the review and approval of transactions. You will utilize both traditional process management fundamentals and emerging Artificial Intelligence (AI) capabilities to help shape technology solutions that enhance COAERS operational efficiency. You may also assist with traditional IT functions including, but not limited to, helpdesk functions, network maintenance, and cybersecurity.
Your Main Responsibilities
Strategy & Planning
- Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals, and identify and resolve systems issues.
- Identify, review, and analyze the effectiveness and efficiency of existing workflows/systems and develop strategies for improving or further leveraging these systems.
- Lead design sessions in prototyping new workflows/systems for the purpose of enhancing business processes, operations, and information process flow.
- Identify and define organizational requirements for the purpose of process efficiency, data analysis, and interpretation.
Acquisition & Deployment
- Collaborate in the identification, planning, design, development, and deployment of new applications and enhancements to existing applications.
- Conduct research on software and hardware products to justify recommendations and to support purchasing efforts.
Operational Management
- Prepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization.
- Create workflow/system design proposals.
- Perform cost-benefit and return on investment analyses for proposed workflows/systems to aid management in making implementation decisions.
- Ensure compatibility and interoperability of in-house computing systems.
- Create workflows/systems models, specifications, diagrams, and charts to provide direction to system programmers.
- Coordinate and perform in-depth tests, including end-user reviews, for modified and new workflows/systems, and other post-implementation support.
- Provide orientation and training to end users for all modified and new systems.
Secondary Responsibilities
- Knowledge and experience with basic technical IT functions, including helpdesk support, information system management, network administration, and cybersecurity.
Your Capabilities and Credentials
- Skilled in defining business requirements for the purpose of process efficiency, data analysis and interpretation.
- Experience conducting research into systems issues and products.
- Familiarity with organizational structures, workflows, systems, and operations.
- Experience with digital process identification, creation, and enhancements.
- Demonstrate knowledge of regulatory and compliance requirements.
- Able to effectively prioritize and execute tasks in a high-pressure environment.
- Well organized, with keen attention to detail.
- Advanced written and verbal communication skills, including an ability to communicate in both technical and non-technical language.
- Contribute to positive work relationships in a team-oriented and collaborative environment.
Education and/or Experience
Bachelor’s degree from an accredited four-year college or university in the field of Information Technology (computer science, management information systems, business administration, or similar).
At least three years of full-time directly related Business Analyst experience overseeing the identification, design, development, and implementation of software, hardware, information systems solutions, workflows/systems, and/or products. Extensive experience with core software applications, including Microsoft O365 Productivity Suite, Microsoft SharePoint, Microsoft Power BI, Tableau, Visio or similar visualization software. Demonstrated project management skills. Extensive practical knowledge in importing data for use in report software, spreadsheets, graphs, and flow charts. Proven experience in the operation and analysis of database hardware, software, and standards, as well as data retrieval methodologies and mainframe applications.
Certificates, Licenses, Registrations
Valid Texas driver’s license or available alternate means of transportation. Relevant certifications in business analysis and/or project management.
Travel
May require limited travel for training or conferences, as required.
Compensation and Benefits
The starting salary will be between $87,000 to $105,000 annually with the actual compensation corresponding to the experience level and credentials of the candidate within the parameters of public sector compensation. An excellent benefits package is available, including medical, dental, vision, sick and vacation leave as well as a defined benefit retirement plan, which guarantees an income for life once vested. Parking is provided.
Work Location
COAERS offers a hybrid work schedule, meaning this position will work in an office environment with opportunities to work remotely. During the initial training period (usually 3 months), the work location is in-person Monday through Friday at 4700 Mueller Blvd, Austin TX. After the training period is successfully completed, work is hybrid with three days in-person at 4700 Mueller Blvd, Austin TX and two days per week remote. Work location is subject to change at the supervisor's discretion.
